Broadway Financial Corporation (the “Company”) is a bank holding company based in Los Angeles, California that conducts its operations through its wholly-owned subsidiary, Broadway Federal Bank, f.s.b. (the “Bank” and collectively with the Company, “Broadway”), which is the leading community-oriented savings bank in Southern California serving low-to-moderate income communities.

The Bank traces its origin to Broadway Federal Savings and Loan Association, which was founded in 1946 by a group of civic-minded men and women, including H.A. Howard, a real estate broker, Dr. H. Claude Hudson, a dentist and community leader, and Paul R. Williams, a noted architect. These leaders had identified the need for conventional loans to minority consumers, many of whom were returning veterans. They observed that minority consumers were being ignored by the then existing financial institutions, and loans, if available at all, carried high-interest rates.

Carver State Bank was established on February 23, 1927, and was then known as the Georgia Savings and Realty Corporation. The original corporation served as a private bank as well as a real estate investment and management company for its founder, Louis B. Toomer, his friends and many of his contemporaries in Savannah. Carver was first located at 505 West Broad Street and during the early years, the business was moved to the 400 block of West Broad Street in the Braswell Building near what was then Hardee’s Drug Store.

Thirteen African-American men, and their many supporters, had a dream to establish a savings and loan association sensitive to the needs of Black residents of Chicago.

There has always been an undeniable connection between “where” one lives and “how” one lives. As a rule, access to quality housing and a good neighborhood also translates to improved educational and employment opportunities. In the 30’s, the future looked quite bleak due to a lack of access to better housing for Black citizens. However, “No” was not an option the founders of Illinois Service Federal were willing to accept.

Industrial Bank was founded on August 20, 1934, and is the oldest and largest African American owned commercial bank in the metropolitan Washington, D.C. region.
